To qualify for a concealed handgun license, all applicants must meet all requirements of ORS 166.291 :

• Be at least 21 years of age
• Be a U.S. citizen or meet Immigration and Naturalization requirements
• Be a resident of Coos County Oregon
• Never have been convicted of a felony
• Not have been convicted of a misdemeanor in the last four years
• Have no outstanding warrant(s) and not be on any form of pretrial release
• Have never been committed to the Mental Health and Developmental Disability Services Division, or have been found to be mentally ill and subject to an order prohibiting purchasing or possessing firearms because of mental illness
• Must not be subject to an Order under ORS 426.133 ordering to participate in assisted outpatient treatment.
• Must not be within the jurisdiction of the Juvenile Court
• Not be subject to a citation or an order for stalking or an order issued under the Family Abuse Prevention Act
• Must not have received a dishonorable discharge or dismissal from the armed forces of the United States.
• Must not be required to register as a sex offender in any state
• Must not have had any misdemeanor or felony drug convictions or diversions other than for marijuana and  must not have had more than one violation or misdemeanor conviction or diversion for marijuana possession
• Pass an extensive criminal history background check
• Demonstrate competency with a handgun by any of the following:
  1. Hunter education or hunter safety taught by the State Department of Fish or Wildlife with handgun safety as a component
  2. National Rife Association (NRA) course with handgun safety as a component
  3. Law Enforcement, community college, private or public institution instructed by NRA certified instructor with handgun safety as a component
  4. Evidence of equivalent experience with a handgun through military or organized shooting competition
  5. Completion of any firearms training or safety course or class conducted by a firearms instructor certified by law enforcement agency or the NRA and handgun safety was a component of the course
  6. Licensed or has been licesned to carry a firearm in this state, unless the license has been revoked

Before you may apply for a Concealed Handgun License in Oregon, you must first take and pass an approved handgun course. There are a number of courses that are out there which are provided by private individuals that might qualify depending on content and instruction approval by the National Rifle Association.  

Oregon State Sheriffs Association offers a Handgun Safety Course online that was designed, created and approved by ALL 36 COUNTY SHERIFFS in OREGON.  It is a quick and easy course you can complete at your pace, in the privacy of your own home.  The course was designed with continuing education in mind and everyone is welcome to visit this site for information regarding current issues and questions.   However, we do recommend speaking to your local Sheriff's Office CHL Unit for accurate information.

Requirements per ORS  166.291

  5. Completion of any firearms training or safety course or class conducted by a firearms instructor certified by law enforcement agency or the NRA and handgun safety was a component of the course
  6. Licensed or has been licesned to carry a firearm in this state, unless the license has been revoked

•Completed application and appropriate fees

• Proof of competency with a handgun

• Photo Identification

• Proof of Citizenship

• Proof of Residency in Coos County, Oregon (your drivers license will be sufficent if it has a Coos County address)

• Note: New Applicant fee includes OSP fingerprint processing fee

These fees are non-refundable and cover the cost of the background investigation and processing required by law.

Upon completion of the required research, the application will be submitted to the Sheriff for final approval. Upon approval, the completed permit will be delivered to the applicant.

Permits are valid in the state of Oregon and are good for four years from the date of issuance.

Applications for all CHLs will be submitted through a secure third-party software called Permit Direct by Permitium. This means that you can fill out the application from your computer or smartphone 24 hours a day. Click here Permitium to start the online application process.

•  Select the correct type of appointment you wish to complete.

• Complete the application in its entirety. All fields marked with a red star are mandatory.

• If you wish to receive text notifications: Be sure to include a valid cell phone number in the ‘Cell Field’ of the telephone number section and click ‘Yes’ in response to ‘Updates via text message?’

• Be sure the email address and contact numbers used on the application are accurate. This is where notifications from Permitium and the Sheriff’s Office will be sent.

• Applicants are responsible for the information they submit. You will not be able to change information on the original application once it has been submitted.

• Upload all requested, required documents as stipulated. If you do not have the ability to do so, please bring them with you at the time of your scheduled appointment.

Once our office has received all of the required documentation, including fingerprints (for new and transfers only) and a picture, we have 45 days to process your application. Upon successfully passing the background check new applicants will receive their license via mail at the address on thier application. Licenses mailed will not be forwarded if your address has changed.

New applicants will be fingerprinted and have a photo taken during their appointment. Renewal applicants will have their photo taken during their appointment.

Utilize the online tool to check on the status of your application at any time. Simply go onto the Order Tracker feature that can be found in your confirmation email. 

Renewing chl before expiration date:

Please visit Permitium to renew your CHL. Once we have verified that your application is complete, you will receive an email indicating that you may come to the Sheriff's Office for verification of identification and the taking of a new photograph for your CHL. Your personal appearance is necessary to comply with Oregon Revised Statute 166.295 which governs CHL renewals. Please do not come in before you receive the email indicating that your application is complete. Instructions on when to come will be provided in the email.  You will be given a receipt at that time which validates your CHL for an additional 45 days. Please carry this receipt with your current CHL until your new CHL arrives in the mail.

Active Duty renewals:

If you are an active member of the armed forces of the United States, the National Guard of the United States or the Oregon National Guard, you may submit an application for a renewal here Permitium. You will need to upload proof of your military orders and your military identification.

Renewing expired chl:

You must have a valid concealed handgun license to carry concealed. Do not conceal carry until your permit is renewed. You must apply to renew your CHL and receive your new card before you are legal to conceal carry again. Submit your application for renewal here Permitium 

change of address within coos county:

You must submit a change of address application online should you move anytime within your licensure period. Once your new address is updated with the Department of Motor Vehicles, you would apply for a CHL change of address.

Transfers from another County:

Once your new address is updated with the Department of Motor Vehicles, you would apply for a CHL transfer. If your license is expired or expiring soon then you will need to submit a transfer from another county and renewing application online.

Moving to another county in oregon:

If you are moving to another county, you will need to contact the Sheriff's Office of the county in which you are moving to ascertain if they require an appointment for processing the transfer.  At the conclusion of that processing that office will contact the Coos County Sheriff's Office to advise our staff that you have successfully applied and were issued a concealed handgun license from that County so that we can remove and inactive our concealed handgun license files that we have for you.  You DO NOT need to contact our office to advise us that you are transferring to another county.

Moving out of State:

If you Move Out of State... your Oregon Concealed Handgun License is NO LONGER VALID, unless you own or lease property in the county where you have your concealed handgun license.  If you do move out of state and do own property in our county, you will need to process a change of address for your concealed handgun license. Some counties do offer an out of state concealed handgun license of a contiguous state if you work, or have other legitimate business in their county, however, you will need to contact the counties directly to ascertain if they are issuing to contiguous states.

Changing your address with DMV:

It is very simple to complete an address change online with Oregon DMV, however, they do not mail out stickers with the new address now and the moment you have confirmation that your address has been updated, it really is updated, as you are in your own DMV Account.  You can then proceed with completing an address change for your concealed handgun license.

In order to process a name change, you will need to complete the CHL name change Application here at Permitium and upload the proof of your name change.  Proof of a name change can be a marriage certificate, a divorce decree, or a court order.  

Changing your name with Department of Motor Vehicles and presenting an Oregon Driver's License is NOT proof of a name change as you can write any name on your application for a driver's license and that is the name that DMV will put on your license.  This is despite the fact that at one point you provided to the Department of Motor Vehicles your full legal name by providing documents such as a birth certificate, social security card and/or marriage certificate or divorce degree or court ordered name change.

Currently Oregon does not recognize any other state's Concealed Handgun License.

Your Oregon CHL will carry no force outside of Oregon unless recognized by another State.

Before traveling to another state, city or county, check their current information to learn about any reciprocity agreements.

• If you have had your gun rights restored in Oregon, due to an Oregon conviction, you are likely to be eligible for an Oregon CHL.
• If you have had your gun rights restored in any other state, for an out of state conviction, that does not guarantee eligibility for an Oregon CHL. We suggest you seek advice from legal counsel.

You will receive a certified letter or letter delivered in person from the Sheriff's Office stating the reasons that your license was denied or revoked ORS 166.293.
